Would base it in Sioux Falls at FSD, or Tea Airport (Y14).  I feel there are some great bargain airplanes on the market right now.  Want something economical, a Piper Arrow may work, Grumman Tiger.  Prefer a high performance airplane, no Skyhawk, Piper Archer/Warrior considerations.
